Description
Job Summary: Responsible for performing engineering work in connection with various District programs.

Essential Functions: Assist in the management of design by others of public improvement contracts, including review of the basis of design, the preliminary and final plans and specifications, the engineer's estimate, all addenda, the engineer's evaluation and recommendation, all redesigns and all change orders; assist in the investigation and negotiation of construction claims; help administer and oversee completion of the work and closeout of the contract. Assist in procuring and administering outside professional consultants, including: determine the short list of consultants; prepare the request for proposals; review technical proposals and price proposals; recommend award of the consultant contract; review the consultant's progress; review the consultant's invoices and help administer and oversee completion of the work and closeout of the contract.

Identify a problem, research possible solutions, analyze the data researched, evaluate all possible alternatives, recommend one or more solutions and present, defend and discuss the recommendation in an attempt to reach agreement on a preferred solution.

Assist in the design of public improvement projects, including: prepare a basis for design and preliminary plans and specifications; review the preliminary design with other affected departments and receive, consider and implement comments and suggestions; prepare final plans and specifications and an official engineer's estimate; participate in the bid process, including prepare addenda, evaluate bids and recommend award; participate in the construction process, including review of shop drawings, requests from the contractor to clarify the contract documents, possible redesigns and requests for change orders; investigate construction claims, help negotiate construction claims and administrate completion of the work.

Write reports, memos and correspondence. Perform other duties necessary to accomplish objectives. Observe safe work practices.
Qualifications
Minimum Job Requirements: Education: Bachelor’s degree in Civil Engineering or a closely related engineering discipline. Experience: Entry Level professional. Specific Skills: Ability to use advanced mathematical concepts, a computer for design preparation and information storage. Specialized Knowledge, Licenses, etc: Valid Ohio Driver License and a driving record in accordance with the District’s insurance carrier. Supervisory Responsibilities: None. Working Conditions: General office environment and project sites. Physical Demands: A majority of office time spent sitting with up to 20% time spent standing and less then 10% time spent walking, stooping, kneeling, or climbing. Up to 40% of time spent out of doors on construction sites or in contaminated, noisy, dirty, restricted space and inadequately lit places wearing eye and ear protection. No facial hair that would impede the use of breathing apparatus. Must not have tendencies toward claustrophobia or acrophobia. Interfaces: Internal: Interfaces with District personnel throughout the organization. External: Interfaces with general public, agencies, and other corporations.
